Today we have addressed to the minister of education with a demand to include a possibility of providing services of the assistant to a child with autism into the general order of the Ministry of Education and Science and the Ministry of Health 06.02.2015г. Unfortunately, discrimination of our children is being continued, and we intend to proceed achieving necessary attention to our children.

Having thoroughly learnt the general order of the general order of the Ministry of Education and Science and the Ministry of Health from February, 6, 2015 № 104/52, registered in the Ministry of Justice of Ukraine of February, 26 2015 with № 224/26669, we have come to a conclusion that the Ministry of Education and Science of Ukraine continues discrimination in the sphere of education for children with autism.
Despite that in the recommendations of Parliament hearings on the theme: “Education, health protection and social security of children with disorders of psychophysical development: problems and ways of solving” that have been approved by the Resolution of Verkhovna Rada from January, 13, 2015 № 96-VIII part 8.7 refers about necessity for the Ministries of education and science of Ukraine, of social policy of Ukraine, of Health of Ukraine “to take measures regarding providing control over adhering the law as to fulfillment of the Convention of disabled people`s rights as regards protection and implementation of rights of children with disability in the sphere of education, providing rehabilitation services, health protection” and part 11.6 “providing of educational programs for children with special educational needs”.
In the above mentioned order, in the part 7, it is indicated that: “Children with heavy disorders of loco motor apparatus, who are disabled to move by themselves and need an individual care, are being accepted to inclusive groups with providing of constant maintenance by assistant of a child”. The other words, children with autism will not be able to have an assistant. But it is a known fact that have been repeatedly discussed at the meetings of expert advisory council for autism of the Ministry of Education and Science of Ukraine and at the Parliamentary hearings – it is possible and is necessary for children with autism to study in inclusive institutions, but they need an assistant of a child…
We demand to include into a general order of the Ministry of Education and Science of Ukraine, the Ministry of Health from February, 6, 2015 № 104/52, into part 7 an addition: “Children with autism, who need an individual care and behavior correction, are being accepted into inclusive groups with saving a constant maintenance of an assistant of a child”…
